doesnt seem like a resource constraint,though i would have liked to see the processes parameter in your instance. WHen are you getting this error?
After exceeding some number of sessions ? If so how many ?

Can you try these.

1)Disable OTRACE

a. Stop the Oracle database. 
b. Go to the $ORACLE_HOME/otrace/admin directory. 
c. Delete all files with a '.dat' extension. 
d. Restart the Oracle database.

2)Try using MTS

3)Check that the permissions on the oracle executable are set to 4751.
