If using a loader ( in Oracle it is called Sql Loader i.e. SqlLdr.exe on Windows ) is not a mandatory part of the exercise, then you can export the Access tables to Oracle over an ODBC connection..

Be sure the Access tables conform to Oracle's restrictions ( all UPPER CASE table and field names, for instance)
