Oracle lite installation

How to install oracle lite mobile server for oracle 9i? After installing from the Oracle Lite CD the Mobile Server Control Center mentioned in the documentation is not to be found. Additionally during the installation process, when the repository is to be created, we get an error "GetValue could not found the key" so the repository is not created.

Can anyone help, please?
