What does this tell you?

Here's what the error message details say: 03001, 00000, "unimplemented feature"
// *Cause: This feature is not implemented. // *Action: None.

Hint. Oracle consists of a suite of products. The CORE product gives you only the database. Which does not mean that something like ConText has been installed.
