The SQL is from a third party tool and they don't use bind variables. This isn't usually a problem since it's a datamart and there are "very few" queries compared to the amount of data transfered per query. Also, switching the TIMED_STATISTICS on like Stan suggested shows that only 170ms is being consumed parsing the query. Maybe I misunderstand these numbers...
