GUI and SQL Plus

Hello All,
Does anyone know if it is possible to configure the SQL Plus environment so that a user is restricted to running predetermined scripts, or even better, selecting scripts from a menu?

Failing that, has any one got any good ideas about / had any experience with simple ways to wrap a client GUI around SQLPLUS and use it to run SQL scripts from the command line? I'm thinking along the lines of an Oracle Form or Report or similar Oracle product, or maybe a Java app.
