Ini_trans for indexes

Hi
The default value for ini_trans is 1 for tables and 2 for indexes/clusters. Now when we expect the number of concurrent inserts on a table to be around 30 , if the ini_trans is set to 20,then should the ini_trans for the index be set to 40 or 21 ? Is there a rule that the ini_trans for index should be twice that of the table ? If so, why ? Will this also result in increasing the space occupied by the block header ?
