dead(locked?) sessions

my oracle 8.1.7 server recently started to have some problems with speed of queries. After some time i found out that there are 150 inactive sessions, some even two months old. Just one user is supposed to write to oracle, and its accounting that comes from radius server. Sometimes reports from table are made from php sessions, and ocassional access with dbastudio and sqlplus.

I didnt know how to clear all those inactive sessions and I decided to just shutdown and startup instance again, problem dissapeared and my database is working much faster again.

So two questions,
how to prevent accumulating dead(locked?) sessions again how to clear those sesssions without shutting down database.
