There is a *very old* note (1030030.6 from 1997) on MetaLink that might still hold true in current versions of Oracle. It was in answer to a specific question about a specific 3rd party app on a specific hardware platform. It has to do with not setting the SHMMAX and SHMSEG high enough so that users run out of shared memory.
