From what I undestand, if the JOB_QUEUE_PROCESSES parameter is not zero, the Job Queue Coordinator process (cleverly known as CJQ0) remains active and scans the job queue for available work. The net result is JOB_QUEUE_INTERVAL is no longer needed.
