Check if Listener and Intelligent Agent services are stopped too. Are you
sure you are a local administrator?
And I would advice to install patch 4 (V8.1.7.4) instead of patch 1 since it
is available. Unless you have an explicit reason not to. Big change that
Oracle support will always ask you to install patch 4 first before
investigating your problem. Doing it later can be big problem. Don't know
for sure about Win2K but on Unix platforms you can only install patch 3 (or
4) over V8.1.7.0 (the base realase) and not on V8.1.7.x (x>0).
