8.1.7.0.0 is the base version and 8.1.7.4.x is the patchset. You have to install the base version first then apply the patch (Patches can be downloaded from the Metalink). If it is a new install, then any databases created after that will be on 8.1.7.4.x. If a patch is applied on the existing 8.1.7.0.0 installation, then database can be upgraded to the patchset by running the catalog files.

Instructions to install the patch and running catalog files is included in the patch zip file as an .htm file.

As always, backup the database before applying the patch and upgrade.
