I noticed that there are alot of postings on this error... I too encountered this problem -

The problem was that I had installed Win2000 Server sp3 with Terminal Services (in remote administration mode - pretty common config...).

I had then went ahead and installed Oracle 8.1.7. The install went fine, as did the initial database creation. I brought up a command prompt - svrmgrl was fine...connect internal...all fine.

I then went to set up a NET8 connection from another (client) box, and recieved the above error. I opened a terminal services session from the client machine to see if the database was still up - logged onto the DB box --> comand prompt --> svrmgrl --> connect internal --> ORA - 12560...

After about 30-45 minutes of troubleshooting/reviewing listener.ora / tnsnames.ora...DOH!!!

I never put Win2000 (w/ terminal services) into installation mode! (Add/Remove Programs --> from Floppy or CD-ROM --> setup.exe)!!

Once I removed / reinstalled Oracle in the appropriate manner, everything works great...

I know that not everyone has the luxury of re-installing Oracle as was this particular case, but I figured I'd share this anyway...
