I think what was being said was: 'Oracle *needs* to build a read-consistent view for the query, but at some point it cannot do so, because someone else has over-written the rollback needed to accomplish this particular trick'.

I think you're both correct: Oracle *is* building a read-consistent view of the data, but at the point it discovers its inability to *continue* doing so, it bombs out.
