Hi Adrian,

Oracle 9i Rel 2 *is* just an upgrade from 9i Rel 1.

That's not to say there aren't significant new features between the two but you have to be very careful with terminology here. Unfortunately all this marketing talk of "New Releases" is somewhat confusing and is muddying the waters. 9.2 is not a significant release that requires migration but can be simply "upgraded" from 9.0, an upgrade I would strongly recommend.
