You can find a manual at
http://otn.oracle.com/docs/products/oracle9i/doc_library/release2/server.920 /a90842.pdf
It has a pretty good description of the configuration process. For me,
http://localhost/isqlplusdba
and
http://localhost/isqlplus
both work
You need
http://localhost/isqlplusdba if you indend on logging in as SYSDBA and there is some setup
required .... covered in the manual
