It may be that the Oracle HTTP Server (iSQL*Plus runs on this) is already started, perhaps as a Windows service? If you want to restart the Oracle HTTP Server, shut down any services or processes already running for it, then try restarting it again.

The HTTP Server is installed and set up to start as a Windows service by default. You don't need to start the HTTP Server from the Windows Start menu.

I'm assuming you're using Windows ...
