I would add to that to look seriously at SQL.BSQ before you rebuild the database, and increase the initial extent sizes of the objects you listed in your initial post. We have modified every SQL.BSQ file for this purpose since the 8.0 days, where we started using more and more PL/SQL objects.

I forgot once on one of out e-commerce servers and in just creating the database the IDL_UB1$ table blew out to 3500 tiny-sized extents.
