Yes 11.0.3 is certified with 8.1.7 in "Server-Partitioning" mode. Your Apps ORACLE_HOME would be 8.0.6.1 while the Database ORACLE_HOME would be 8.1.7

See Note 148902.1 (titled "Interoperability Oracle Applications Release 11.0 with Enterprise Edition Release 8.1.7) on MetaLink which details the manner in which you can upgrade your database with an 8.1.7 ORACLE_HOME and the InterOperability patches.

You should do significant testing, particularly if you are running modules other than the core GL,AP,AR,FA financials. We did three rounds of testing and identified a few additional patches not mentioned in the Interoperability note before we upgraded our live environment to 8.1.7.2.1

In fact, RDBMS versions 8.1.6 and below are no longer supported in an Apps environment -- the database must be 8.1.7
