Error means that the DBWR process can't get an exclusive lock on one of the
files.
Just some ideas:
Are you sure no other instance is started (under same or other Oracle home)
that mounts the same database.
Check (for example with fuser) that no other process has any of the files of
the database open.
Does the kernel parameters allow you to open sufficient files?
Have you decreased init.ora parameter shared_pool_size? Make it at least 9M
db_block_buffers is very low. Unless you are really short on memory or you
are just the only one playing around with this database this really must
increase from 200K (100*2K) to 2M (just a wild gues) or more, depending on
the usage.
