Hi Oded,

Most likely you have installed some Oracle related services and configured them to start automatically. Go to Control Panel->Services and shut down some of the Oracle Services to see if that releases some resources. Pay special attention to services with names like "OracleService<Database-SID>", those are database services and may consume many resources.

Especially, if you have created a new database with DBCA, it may have configured the database server with a over-sized SGA. It should not, as a rule of thumb, exceed 1/3 of your physical memory.
