Hi Oded,

A couple of basic questions:

Are you sure you have configured the OMS (by following the OEM Configuration Assistant and creating the necessary repository) ?

Are you sure you have started the OMS (in Windows, go to Services, lookup the ManagementServer service and start it, and then wait a bit) ?

If not, it may help ;)
