Most likely an incorrect configured O/S

issue the prtmem command and check whether file cache has been setup and how much memory it uses. I have to administer a system where a third party has made sure 80-90 percent of the physical memory goes to filecache and Oracle starts swapping immediately. This is NOT an Oracle problem as the cache is configured when the drives are mounted, so before Oracle starts.
