One thing it is used for is the dbstart and dbshut commands, so they know the names of the databases, their ORACLE_HOME's, and whether to start and shut them down or not. Most often this would be used in machine startup and shutdown scripts to bring databases up on boot and down on shutdown.

Probably there are other uses as well...
