The OUI **WILL** start on W2K/817.x. If it does not, copy all the files to a local HDD and install it from there. I have found it does not like network drives. Secondly make sure it's using its onboard JRE rather than one from your own jre's

once OUI is ok you can install the rdbms etc from a network drive. it's a pain but there you are.
