Limiting CPU usage for a user

We have two instances on a single box, one for DEV and one for PROD. We have a reporting person who is attempting to optimize her SQL statments but unfortunately is bringing down both instances. Is it possible to limit the amount of CPU a session can consistantly use? The CPU_PER_SESSION in profiles isn't adequate because she needs to completely run the queries, but I want to still allow other users have a dedicated percentage of clock time - this particular box runs Windows 2000.
