I seem to recall I had the same problem trying to find the SP argumnet defaults from dictionary views. But I was not able to. According to ORACLE, DEFAULT_VALUE column in *_ARGUMENTS is not currently used. Not much you can do. Maybe you can try to parse the text from user_source.
