Yes. That can be done via the Unix dd command or using something like OmniBack on HP-UX.

What do you mean with "affect"? Raw devices have less overheads and are slightly faster. If the question is if raw devices are supported, that depends on the backup software used.

Yes, but a bad idea. The actual backup how-to should only be decided after you have determined your backup strategy. Are you running your db in archive log mode? What type of availibility do you need to provide the users? How dynamic or static is the data? Etc. Etc.

First get that in place, and then decide on how to technically meet the backup strategy. :-)
