OMS will not start!!!!

I have installed Oracle 8i on a Windows 2000 machine. I have gone through the whole installation guide(s) from Oracle's site and I still can't seem to get the Server Management service to start. When I try to start the service it tells me that it did not return and error, and that it could be an internal windows problem. Here is the message that is in the OMS file in the Oracle directory:
