It is a small air tank for scuba diving. It is extra air. A typical scuba tank will hold 80 cubic feet of air whereas a pony might hold 13. Spare air is a small tank of air (You have probably seen them on Breastwatch I mean Baywatch the TV show.) They look like a large aerosol can with a mouth piece for breathing. OOA stands for Out Of Air something that is not a good thing when you are 100 feet under water. You can see tirades about the pony tank vs. spare air debates. (Being the conservative guy I am I would go the pony route if I was diving solo.)
