Please Help

I installed oracle 8i Enterprise and used the deinstaller to unistall everything. My problem is that there is a folder which is READ Only(I have tried to change this folder to archive with no luck) it is ora81-bin-database-network. I have tried everthing to remove this folder from C-drive with no sucess. "I get an error saying the is folder is write proteced and is being used by antoher user"

Is it possible to remove these folders with out reinstalling winXp
