as far as i understand you should to use oracle replication management. you can setup replication between tables with some limitation (long datatypes). you can parametrise this replication by creating variety of group with different needs (periodic time) for replication. generaly you need see replication docs from oracle (database documentation) and run oracle enterprise manager/replication manager.

i've got some experience in this area, ask if you want. Robert.
