Why do you say you have contention for rollback segs? Because form your published stats, you don't.

Data block contention appears to be your problem. What is the app doing? Do some queries on v$sqlarea to isolate the worse SQL in terms of disk reads, buffer reads, rows returned and executions. I'll bet you'll find some seriously untuned SQL.
