Assuming that the Oracle 7 database is 7.3.4, (the latest patchset), yes, any Oracle 8.1.7 ODBC driver is certified against a 7.3.4 database.

Yes, any Oracle 9 ODBC driver is certified against an Oracle 8.1.7 server.

I believe that this is supposed to work, but there have been some people who have reported issues in this configuration. Oracle's policy has been that client tools should be able to connect to a database two major releases removed from the version of the client. Since Oracle 7 was desupported prior to 9i being released, however, some of this testing may have fallen through the cracks. This may be addressed in a future release/ patch for the Oracle client.
