I would expect that an error message will not include an operating system environmental variable as part of the path.

Seems to me that it attempts to write to directory or mount or filesystem $ORACLE_HOME - instead of having $ORACLE_HOME as an environmental variable that points to the actual location of where Oracle must be installed to.
