problem with reports service on aix using 9ias

I have a reports server running with oracle9ias, the configuration is in place it finds the correct cgi for forms as well
when requested thru the url's .
When i try to test a report, the rwcgi60 throws out a blank page . I am unable to get past that , it doesn't throw an error nothing.

can anyone help
I have aix 4.3 as my o/s no X-server
reports 6.0.8.8.3

I am using a windows workstation, and not an Xwindows terminal, though I did try to set the Display variable to an xserver even that didnt work.
