I don't agree. When I start OEM, I first connect to the OMS as an OEM user; connection to the DB is a second step.

But since the first step fails, I have to assume that the account used by the OEM to connect to the OMS, which uses the repository located on the DB in question, does not have the "connect restrict" privilege. I just don't know which account is used.
