Try changing the TEMP variable to something not using such a complicated and above all *long* filename. I have the distinct feeling the installer doesn't know how to cope with this. So try setting TEMP and TMPDIR to c:\windows\temp.
I don't think the above directory constitutes your 'home' directory, or you have a really awful setup.
