Problem Installing Personal Oracle 9i

I downloaded Personal Oracle 9i from
http://technet.oracle.com/software/products/oracle9i/htdocs/winsoft.html and tried to install it on a Pentium 4 laptop running Win2000 Workstation.

Running setup.exe in the Disk1 directory results in the following error message:

The Java RunTime Environment was not found at C:\DOCUME~1\yitbsal\LOCALS~1\Temp\OraInstall2002-07-26_11-28-34AM\jre\bin\javaw.exe. Hence the Oracle Universal Installer cannot be run. Please visit http://www.javasoft.com and install JRE version 1.3.1 or higher and try again.

C:\DOCUME~1\yitbsal\LOCALS~1\Temp\ is my Windows home directory. C:\DOCUME~1\yitbsal\LOCALS~1\Temp\OraInstall2002-07-26_11-28-34AM\jre\bin\ does not exist.

Although the problem lies with is why it is looking in the above path for javaw, I followed instructions and installed JRE, and of course I still get the same message.

Help?!
