Maybe the Instance Services (see under System Settings > Computer ... ) are set to start "manually". You can change it to "automatic", which means that Instance starts on boot.

Same is valid for Listener. Of course, if no instance is runnung, listener has no meaning.
Maybe You should go deeper inside of the ORADIM tool, which is only available in a DOS-box.
It manages all settings for an instance.
