your conversion systax is wrong:
to_date('19 07 2002','DD MM YY')
should be
to_date('19 07 2002','DD MM YYYY')
SQL> select to_date('19 07 2002','DD MM YYYY') from dual;
TO_DATE('
19-JUL-02
