Not sure that I agree with this argument. If this was the case, OPS should have been considered basic for 8i. Yes you should know that it exists and how to find out more about it, but should you know how everything in the database works just because you might need it? I sure wouldn't count as understanding the "basics" if that was the case, and I'm pretty sure most others wouldn't either.
