OK, sit in that chair of yours, spin it around (but not too fast, watch the back) and look at it the other way around. What I'm trying to suggest is that everything that is covered in the upgrade exam should be covered in the other standard exams as well (not the other way around silly).

If partitioning (for example) is in the upgrade exam, then it should be in either the Administration exam or maybe the Performance Tuning exam. Currently it in neither and that I think is (another) flaw with how the exams are structured. Why should you only be exposed to some concepts in the upgrade exam, if they're that significant, then they should be included in the standard set of exams as well.

Just my little, tiny, insignificant, humble opinion.
