Well, isn't this what the new dynamic sampling/table monitoring/stale stats regeneration is for helping out with ....

to allow you, the expert DBA to cover for the applications.

Both DB2 and SQL Server need stats too ....

and if it's really a problem you can store the outlines anyway.
