How are you finding the time ?


Did you use set timing on ?


I think you dont get the right timing with that as it includes
SQL*PLUS overhead also in getting value into the bind value.
Set the timed statistics to true, anlyze the statement and see the
timings.


You can also use DBMS_UTILITY.GET_TIME to get more precise timings
