He is using the default localhost entry (127.0.0.1) and so the local loopback interface. He definitely shouldn't do anything to his IP-address, and -just BTW- you shouldn't run a server from a DHCP address.
It is probably not going to work at all as Oracle 8 was never certified for Win2k.
