Hello Joe,

The owner depends on wether the rollback segment is private or public. For example:
CREATE PUBLIC ROLLBACK SEGMENT RBS0 TABLESPACE ROLLBACKS STORAGE ( OPTIMAL 4096K );
The owner of RBS0 is PUBLIC!
You can check this in DBA_ROLLBACK_SEGS data dictionnary view.
