No, definitely not. It won't start *because* your sqlnet configuration files are incorrect.
I am afraid you need to run some tracing and post the file (or zip it and send it to me privately).
Note:
A missing parenthesis can cause 12154, and they are very difficult to detect with eyes only.
So if you could add/change in sqlnet.ora

trace_level_client = 16
trace_unique_client = true
trace_directory_client = <any sensible directory>

This is going to result in a file called cli*.trc. It will contain all kinds of gorey details but it will also tell the source of the error.
I can read those files and there may be more guys out there.
