This is a path that ignores what is usually the case, that at some point DBAs end up doing a job they weren't qualified for.

Everyone wants someone who cut their teeth somewhere else so that they can only hire those with years of experience. Unix admins feel the same way. If you want everyone to be competent in the role they've been given, create some jobs where the expectation is that they won't know everything.
