No, it is not.

The information provided shows no relevant information from v$session, v$process (at least that there is no lockwait). Performance issues is a very wide subject, it starts with a look at your SQL code and ends with a look at the hardware. And there is a lot between! I'd start reading the Oracle tuning guide (http://technet.oracle.com) or even with the concepts guide.
